Surveys from 1112 is virus?

The link does take me to the real usa.gov website. I’ve verified the SSL certificate.
My concern is that why would I receive message shortly after having conversation with T-Mobile 611 call? Someone knew I just called T-Mobile and would receive survey from 1112? Data breach inside T-Mobile? My phone doesn’t show any sign of abnormal activity other than this.
