Real-time crime centers, drone programs, body-worn cameras, mobile intelligence platforms, and live video applications are transforming how agencies gather information and respond to incidents. The survey found that __89% of respondents rated high-speed 5G data capability for real-time applications as critically or very important,__ underscoring how central mobile data has become to modern operations. Today’s communications networks are expected to support far more than voice communications. Agencies increasingly depend on connectivity to: - Access operational databases in the field. - Stream and view live video. - Support drone operations. - Share intelligence in real time. - Maintain situational awareness during critical incidents. As these capabilities become more common, network performance is an operational necessity—not a technology upgrade. ## Coverage alone is no longer enough Coverage remains a foundational requirement for public safety communications. However, survey findings show agencies are increasingly focused on what happens after a connection is established—whether networks can support real-time applications, maintain performance during congestion, and meet growing operational demands. The survey found that: - __40%__ identified rural coverage gaps as their most significant communications challenge. - __84%__ rated network slicing technology that provides prioritized access during congestion as critically or very important. - More than one-third experienced degraded cellular service at least occasionally. Agencies are evaluating not just whether a network is available, but whether it can continue supporting mission-critical applications when demand increases. Large public events, major incidents, and emergency situations can place extraordinary demands on communications systems. As agencies deploy more mobile and data-intensive tools, capacity and responsiveness are critical operational considerations. ## Communications resiliency has become a strategic priority The survey findings show resiliency and continuity are top priorities for law enforcement agencies nationwide. An overwhelming __95%__ of respondents rated disaster resiliency as critically or very important. In addition, __69%__ rated satellite communications that automatically activate when cellular networks fail as critically or very important. These responses reflect a growing recognition that communications planning must account for more than routine operations. Potential disruptions include: - Natural disasters. - Severe weather events. - Wildfires. - Infrastructure failures. - Extended power outages. Satellite-to-device communications are receiving increasing attention because they can support critical messaging, location awareness, and basic operational coordination when traditional coverage is unavailable or infrastructure has been damaged. ## Communications planning remains a leadership issue The survey also revealed a strong desire among law enforcement professionals to have a meaningful voice in communications technology decisions. More than two-thirds of respondents believe operational leadership should play a major role in those decisions. At the same time, many agencies reported that they either lack a formal communications roadmap or are uncertain about future communications plans. Together, these findings suggest that communications planning is increasingly viewed as a strategic operational issue—not simply an IT function. ## A shift in how agencies evaluate communications Historically, discussions centered on coverage maps, devices, and service plans. Today, agencies are asking a different set of questions: - Can the network support growing data demands? - Will critical applications perform during congestion? - How resilient are communications during disasters? - What happens when traditional coverage is unavailable? As law enforcement organizations continue adopting real-time technologies and data-intensive applications, communications infrastructure is becoming a strategic operational asset that directly influences effectiveness, situational awareness, and response capabilities.
