Home Internet Fixed IP via TTL Setting

Is there a setting in the Home Internet setup so that my external IP is fixed or at least has a 24 hr TTL setting so that a simple reboot of the T-Mobile Home Internet router does not get a new address? 

This is a common setting on all WiFi routers for DHCP TTL … want the same thing for the external IP so that short reboots of the router do not get a new IP.
