Smart Watch Service and Operation

Hello.  I have an existing prepaid voice/text plan (no data).  Is it possible to assign it to either an Apple Watch or Galaxy Watch just to make the watch functional for making emergency calls?  I would not be pairing the device to a phone or sharing any phone cellular plan.  Thank you!
