cancelled number reactivation

Hello! I recieved email that my primary phone number had been cancelled (balance was too low).

I transfered money , then recieved confirmation email, and instruction to create new account.

Since then my sim in "not active state" (no signal).

To sign up (create new account )i have to recieve SMS to the my phone number, but it still have no signal (not active!).

What should i do?
