Ok, so I figured it out. You have to go into the T-Life app and select your internet, then when you see the tabs at the top that say "Overview", "MyWifi", and "More", click on the MyWifi tab then scroll to the bottom of the page where it shows your networks and add a new 2.4ghz network. Once you've done that, reset your Blink camera and try to install the camera again. Make sure you're connected to the 2.4ghz wifi network you just created. I also had to disable an ad protection thing I have included with Duck Duck go web browser. Not sure if it made the difference, but it seemed to work after that.
