This device has been blocked and more than likely has been reported lost or stolen. It can not be SIM Unlocked under any circumstances, if it is even a T-Mobile device. Return it to where ever you got it from.
There's been a lot of posts like this makes me wonder if it's the same person posting under new user names or a bunch of stolen phones got dumped on the oversea market.
Here's a hint, never by a used iPhone from the USA, it only ends bad.
