Satellite coverage while roaming

Hi, what are the plans/rules for getting Starlink SMS service while in no coverage areas (like overseas)?

I have (incorrectly) assumed that when I am in a country where Starlink has been deployed and I have the Magenta global roaming plan, I would get coverage. That was false - I got coverage via regular 5G roaming but that's it. No cell tower, no connection.

Is there any option - or plan that would provide Starlink Sattellite coverage in other countries?
