How to make Nokia use a closer cell tower

My Nokia home network keeps connecting to a cell tower 20 miles away giving me a crapping connection.  I have a cell tower less than .25 miles, have the device on my second floor by a window that is pointed to that tower, which is I can see.   But yet, the gateway will not connect to it.  How do I get that gateway to see that tower to get better internet connection ?
