Monthly fee mark up for VISA Auto Pay

The VISA interchange transaction fee is 2.5 % + a dime. On a $50 monthly fee, the VISA interchange transacation fee is $2.50 plus a dime, equaling $2.60. Why are we being charged $5 to continue using VISA to pay our monthly bills?
