T-Mobile only unlocks phones for current customers whose device and account meet all of the SIM Unlock Policy requirements.

Just like everyone else. You must meet all of the SIM Unlock Policy requirements in the post above yours and follow the instructions to verify that before T-Mobile can request the SIM unlock for your device.
