    Personally, I think you got scammed by whoever sold you the phone, there has been too many post like this .

    Are you a T-Mobile USA customer?  How did you receive the device?  Why was the device blacklisted?  Non-payment?  Lost or stolen?

    Are you sure T-Mobile blacklisted the device?
